Giving gifts in order to win contracts

Is it permissible to give gifts or money in order to win contracts?.

Praise be to Allaah.

It is not permissible to do that, i.e., to give or receive gifts when bidding for contracts, because that leads to cheating and to showing preference to the giver of the gift over others who may be more deserving of being awarded the contract.
