Women riding motorbikes

Is it permissible for a Muslim woman living in a kaafir country to ride a bicycle or motorbike wearing full hijaab?

We put this question to Shaykh Muhammad ibn Saalih al-‘Uthaymeen, may Allaah preserve him, who answered as follows:

I think that she should not, because it is possible for others to catch up with her or follow her.
